On the eve of China's accession to the World Trade Organization in 2001 - a privilege that quickly transformed China into the world's top exporter- President Bill Clinton asserted that "by joining the WTO China... is agreeing to import one of democracy's most cherished values, economic freedom." This new freedom, in turn, the president asserted, would lead the Chinese people to demand a greater say in how they were governed. Free markets and democracy were supposed to be inseparable. Things didn't quite turn out that way.
